About Export Insights Inc. and Patrick Liska – Founder and President

Export Insights Inc. is a registered Canadian company located in the Ottawa region providing consultancy services to organizations navigating the inherent intricacies and complexities of strategic trade controls. Founded on the principle that ‘Compliance is not a notional concept’, Export Insights Inc. assists sole proprietors, small or medium sized companies, multi-national corporations, universities, research centres, and government departments understand and navigate the strategic trade controls regulations, policies, processes, and interrelationships affecting their activities.

I founded Export Insights Inc. after having enjoyed 43 years in the defence, aerospace, and high technology arenas in both the private and public sectors. I am an engineer, alumnus of Royal Roads Military College, Victoria and Royal Military College, Kingston. I was a Combat Systems Engineering Officer in the Royal Canadian Navy and served in various engineering and senior management positions in the private sector with MEL Defence Systems Canada, Lockheed Martin Corporation, and DY-4 Systems. 

During my 21 years as a senior strategic trade controls official at Global Affairs Canada, I assisted countless companies resolve unforeseen regulatory issues, conducted thousands of product technical assessments, and presented numerous training sessions. I was the Canadian Technical Authority for the Wassenaar Arrangement for 4 years and the Canadian Technical Authority for the Missile Technology Control Regime for 20 years.

Prior to retiring, as the Senior Engineering Advisor – Export Controls for 13 years at Global Affairs Canada, I was the Technical Authority responsible for technical assessments conducted against the Export Control List by the Technical Section engineers. As the Senior Engineering Advisor, I was also the Canadian Technical Authority responsible for overseeing the technical proposals, negotiations, and changes to the strategic trade control lists in the Australia Group, Missile Technology Control Regime, Nuclear Suppliers Group, and the Wassenaar Arrangement.
